Many of the projects [Frank] works on reshape New York City – not by adding skyscrapers to the skyline, but through creating badly needed affordable housing and shelters. He also supports nonprofit organizations that help homeless or formerly homeless people. “We at Windels are facilitators of a lot of good that’s going on in the city and around the city in terms of creating affordability,” Marallo says. Some of that good includes a new initiative Marallo has worked on with the New York City Homeless Services Department and the Human Resources Administration to create “rehabilitated residential buildings” that will serve people transitioning from homeless shelters to living on their own. Frank concentrates his practice on real estate finance and municipal finance transactions. He serves as counsel to commercial banks, not-for-profit lenders and not-for profit developers in the documentation and closing of mortgage financings, acquisition and construction loans, asset-based lines of credit and direct tax-exempt and taxable bond purchases. He has substantial experience in transactions involving tax-exempt bond issuances, government subsidies and low-income housing tax credits. He also represents not-for-profit corporations as general counsel on a variety of matters, including the negotiation of government and service contracts. In addition to his real estate finance transactions, Frank has extensive experience representing Fortune 500 companies and small businesses in land use, zoning and leasing matters.
